Since Detroit has led the state in new housing starts in . But it is wracked by mortgage foreclosures From January through August nearly one in households were in some stage of foreclosure. The renovation of downtown s Book Cadillac building a project that languished for years trudges toward completion this fall. Yet others such as the million Watermark Detroit project have stalled because developers cannot sell enough preconstruction units to secure the loans they need to break ground. Advertisement City leaders plug away at the deficit the council s fiscal analyst pegs it at million this year but the mayor s staff is confident of a balanced budget. Increasingly however Detroit has borrowed money to keep cops and garbage trucks on the street. When Kilpatrick took office in the annual amount of interest on borrowed funds was about per capita. By the most recently audited year that had nearly tripled to for every resident in a city whose population has slipped from in to . Tuesday night before an invitation only audience at Orchestr! a Hall Kilpatrick is expected to tout his successes as well as some new ideas including a million bond fund for capital improvements such as upgrades to police and fire stations plus job training for Detroiters. As a city with an economy that s been largely driven by one industry in addition to the broader troubles of the state and national circumstances Detroit has faced an especially tough uphill climb Kilpatrick s press secretary Denise Tolliver said in a statement Sunday. We re initiating a multimillion dollar effort to stem the tide of record foreclosures we have new initiatives designed to continue to bring crime levels down and will continue to improve basic city services. This is not a bad place to live said Ava Tinsley a lifelong resident of the Boston Edison Historic District who works to eradicate blight and improve life in her neighborhood. Tinsley sees too many broken streetlights. And insurance rates are too high. But when volunteers teamed up to landscape the! medians and clean up trash the city ponied up with Dumpsters and new trees. There is no longer lip service from the mayor s office Tinsley said. When they say they ll fix something they do. Still for every neighborhood that is succeeding another struggles. Nearly in homes is vacant compared to in in . And life in Detroit remains very tough for many. Violent crime has neither dramatically spiked nor fallen as Detroit continues to bear the dubious distinction of being among America s most dangerous cities. In Detroit recorded murders the same year that Los Angeles with . million residents tallied homicides. Preliminary numbers reported by the city to the FBI for the first six months of show violent crime dipped percent in Detroit. The percentage of Detroiters living below the federal poverty level rose from percent in to . percent in according to the most recent U.S. Census Bureau statistics. Joblessness in the Motor City hovers around percent one of the highest rates of any American city. Kurt Metzger director of research for United Way of Sou! theastern Michigan calls Detroit s fortunes a real mixed bag and said efforts by City Hall banks churches and others to lift Detroit have been held back by the foreclosure crisis. These programs hoped to have a ripple effect that by putting your money into one small area you can make a real difference he said. But with the foreclosures and home abandonments no one really can see what is going on. Said Larry Barteau owner of Larry s Ribs on Grand River near the abandoned Fifth Police Precinct For every step forward there seems to be another step backward. Detroit may not have much money but there has to be a way to squeeze a little bit more out of what they have. You can reach David Josar at or djosardetnews.com . My mind is like a bunch of nothing. I've just been staying at home waiting for something to happen, but eh. I've just been letting everything pass me by lately. I don't care. So it goes.
